About the Volat Shelter
Volat fortification structures are multi-section, multi-purpose shelters engineered for civil and military defense deployment. Designed by top-tier specialists, they have successfully undergone rigorous field and physical blast testing at the State Research Institute of Building Constructions in Kyiv. The structure withstands an air blast overpressure of nearly 850 kPa. The walls are engineered using a patented steel-fiber reinforced concrete formula.
The shelter elements are manufactured using a unique concrete mix composition that fully satisfies all requirements and standards of DSTU B (V.2.6-2:2009), DSTU-N B (A.3.1-34:2016), DSTU B (V.2.6-168:2011), DSTU 9195:2022 "Rapidly Erected Protective Structures of Civil Defense of Modular Type," and DBN V.2.2-5:2023 "Protective Structures of Civil Defense."
The units feature heavy reinforcing steel bars up to 18 mm in diameter, rebar mesh grids positioned with an offset so that the intersections of one mesh sit directly opposite the openings of the adjacent mesh, an internally fortified concrete mix core, and steel fiber reinforcement additives.
The Volat shelter is a rapidly erectable structure consisting of individual precast block elements joined by welded connections. These welds are designed with the capability to be disconnected (by de-welding or cutting) for repeatable subsequent joining and separating operations. It can be installed above-ground, semi-buried, or fully underground, with on-site assembly taking between 6 to 10 hours.

Technical Information
Structurally, the Volat mobile reinforced concrete shelter is composed of a set of standardized modular items (sections). The total number of standardized sections in a module can vary. Along the length of the module, internal diaphragms with doorways are integrated, while solid, windowless diaphragms close off the module ends. The shelter structure can be executed in various configurations: 2- or 3-section layouts, windowless solid walls, walls with embrasures, treated with blast-resistance coatings, and more. The individual sections are welded together securely using embedded steel parts.
The Volat modular fortification system features a protection class rating of A-I/A-II/A-III. With a wall thickness of 300 mm, it absorbs an air blast overpressure of 849.94 kPa, satisfying Class A-I as well as Classes A-II, A-III, and A-IV without requiring additional reinforcing elements. When earth-bermed, it provides a radiation protection factor (Kz) ranging from 1,000 to 5,000, ensuring absolute defense against weapon fragmentation (shells, missiles, etc.) and other airborne debris swept up by blast waves, preventing structural failure or overturning.
The spatial rigidity of the structure is provided by the architectural formwork geometry of the standardized sections working in unison, reinforced by the internal stiffening diaphragms positioned along its length.
Materials: All load-bearing reinforced concrete elements of the frame are cast using Class C35/45 structural wall concrete. For the reinforcement of all concrete framework components, Grade A500C steel is used for both longitudinal and transverse reinforcement. Embedded parts are manufactured from Grade S245 steel. Rebar selection is calculated specifically with crack resistance parameters taken into account.
Alternative deployment scenarios for the Volat modular fortification builder include: military fortification assets, dual-purpose protective facilities, civil defense shelters, civil defense shelters for commercial enterprises, and the structural protection of critical infrastructure nodes.
The shelter complies with all mandatory DSTU requirements and standards. When built on a project-specific basis, it can be tailored to meet DBN code requirements. Our shelters connect seamlessly with one another, forming an adaptive protective space for anywhere from 1 to 30+ individuals. They are available in diverse versions ranging from 2 to 10+ sections, with either solid windowless walls or viewing window layouts.
Analysis Via Numerical Modeling
An engineering study was conducted to establish a structural calculation model for individual elements and the complete system of the Volat modular mobile reinforced concrete fortification shelter. Based on the results of numerical modeling under design hazard factors, the study determined core characteristics of the structural model (joint deformations under loading, total loads on the facility, and loads transferred to the foundation base). It also mapped design combinations of internal forces within key structural components and calculated the necessary reinforcement areas for the load-bearing reinforced concrete frames.
According to the technical report and the results of numerical modeling against design hazards, the cross-sections of the load-bearing components specified in the stage R working drawings (KZb mark) are fully sufficient to withstand all active design loads.
For convenience, all design loads factored into the calculation model are summarized in the tables provided below. Structural calculations were performed using the Structure CAD (SCAD) software package, for which the definitive computational model was built.

Snow and wind loads were omitted from the calculation due to their negligible values when evaluated in comparison to the extreme forces exerted by the air blast wave.
The structural layout factors in soil resistance under the foundation slab, assuming a subgrade reaction coefficient value of С1 = 100 t/m³.
The consequence class (reliability class) is designated as CC1, determined in compliance with DBN V.1.2-14:2018 "General Principles for Ensuring Reliability and Structural Safety of Buildings and Structures." Load distributions are assigned category "A" (for primary load-bearing structural members).

BUNKER-OK is a Ukrainian engineering brand providing modern shelters and civil defense solutions for the private sector, business, and civil and strategic infrastructure.
We design and manufacture protective structures, systematically improving them based on practical operational experience, analysis of shelling consequences, and the actual behavior of structures during combat strikes.
Drawing on the experience of over 400 installed shelters, the BUNKER-OK team has reached an unequivocal conclusion: not every structure that looks like a shelter is capable of providing the proper level of protection.
We have studied actual destruction and structural weaknesses of low-quality installations, and we responsibly state: effective protection is determined not by the volume of concrete, but by structural integrity and a well-engineered reinforcing cage that stops shrapnel, localizes impact damage, and saves lives.
That is why the BUNKER-OK team is the first in Ukraine to establish CPS (Civil Protection Standard) — a next-generation quality standard.
CPS was created based on physical loads, engineering expertise, and field testing against modern combat threats, including:
- 120 mm OF-843 mortar shell
- 125 mm OF A-IX-2 tank shell
- HE-Frag warhead of the Shahed-136 strike UAV (47.8 kg)
In today's reality, the legally established testing standard of 2 kg of explosives (TNT) is increasingly becoming just a basic regulatory threshold. It rarely corresponds to the scale of modern threats, cannot be considered a comprehensive indicator of protection, and is not a convincing basis for evaluating a shelter's reliability.
The CPS quality standard by BUNKER-OK significantly exceeds current state requirements and sets a new safety benchmark for the market.
We are convinced: the CPS quality standard must become the fundamental basis of choice for every buyer and a new benchmark of quality for every shelter manufacturer.
BUNKER-OK is not just a manufacturer.
We are a company shaping a new culture of protection in Ukraine and worldwide.
